Mission Statement - CRC Men’s Golf Association
It is the mission of The Club At Rawls Creek Men's Golf Association to provide every member with the greatest possible return on his investment in the association. In carrying out its mission, the goals of the MGA will be:
To plan, schedule and monitor a number of member-only golf tournaments throughout the year. A variety of formats will provide an opportunity for golfers of all skill levels to be "in the money" in any given tournament.
To provide oversight on members’ handicaps, and take steps to ensure that the playing field is as level as possible. Nevertheless, the golf handicap system has always relied on the integrity of the individual golfer, and it is each member’s responsibility to record his individual scores accurately and promptly. "Accurately and promptly" means every round played must be recorded immediately after the round is played, exactly as it was scored.
To promote the true spirit of the game of golf by encouraging proper etiquette and strict enforcement of the rules of the game as defined by the United States Golf Association (USGA) the South Carolina Golf Association (SCGA) and the local rules of The Club At Rawls Creek.
To provide each member with a USGA handicap through the SCGA.
To recommend changes or improvements to the course to the CRC head professional.
To motivate members to participate in the affairs of the Association through committee membership and board service.
To regularly communicate association activities to all members via our Web site, E-mail, and postings in the Pro Shop and Grill.
To encourage feedback from all members. Comments written or oral may be addressed to any board member, or presented at any regular board meeting. Comments and suggestions may also be sent to the MGA by Email.
To encourage members to support Junior Golf through donations of new or used golf equipment.
To maintain a liaison with the South Carolina Golf Association

THE CLUB AT RAWLS CREEK MEN'S GOLF ASSOCIATION CODE OF CONDUCT
We, as CRCMGA members, need to conduct ourselves in the professional manner that the association was founded. This should not be seen as a negative. The following is what we see as important. Obviously, with any code, enforcement is vital. Any violation of these codes can result in suspension or termination of your association membership based on review by the board.
USE OF Profane LANGUAGE
During play, the club house and elsewhere on the property, profane language is discouraged. The CRC golf course is surrounded by homes on nearly every hole. This means that the residents, of the Coldstream subdivision, adults and children, may be in close proximity to loud outbursts of profanity. Your voice should not carry further than within your own foursome. If you have playing partners to whom this is offensive, please refrain altogether. While in the company of our lady members, wives and other female guests please refrain from the use of profane language altogether.
POSTING ALL YOUR SCORES
If we are to have fair tournaments, all scores played must be posted according to USGA rules. Our handicap committee will occasionaly examine the recorded tee times to be compared with the number of scores posted by individuals. This, unfortunately is necessary, and is only directed to those players who knowingly fail to post scores for ALL rounds played. Accuracy of scores will also be looked at. The association will reserve the right to change a players handicap during our tournaments to ensure fairness. If you are not clear on what USGA rules are as to posting, please ask.
CHEATING DURING A TOURNAMENT
If anyone is found to deliberately cheat during a tournament, you will be asked to resign your membership permanently. In the event of a team competition, both will be disqualified, even if there is only one infraction. If you are not sure of a rule, refer to the USGA rule book, ask your playing partner or play a second ball and upon conclusion of the round, get a ruling from the rules committee. Deliberate cheating is firmly against the spirit of fair competition and will not be tolerated to any degree.
ABUSE OF ALCOHOL
For most of our tournaments, alcoholic beverages may be available for consumption, in moderation. We are glad to do this as it certainly promotes fellowship between players and guests. This benefit can not be abused. With tougher drinking and driving laws and with how abuse also causes voices to get louder which promotes abuse of code #1, we and the pro shop personnel reserve the right to say when you have had enough. Many of us still remember the loss of one of our very popular players who was a member of the previous golf club's men's association and who was tragically killed in an alcohol related one car accident after a tournament. We feel that this is for your own well being and you will simply be asked to leave.
GOOD SPORTSMANSHIP
The reason the CRCMGA was formed was to promote fellowship between players. We all have different backgrounds and many come from different areas. The association is a great way to meet and play with players you may not ever get a chance to under normal circumstances. When playing in our tournaments, playing with good golf etiquette is a must. Please maintain an appropriate pace of play, be courteous of players lines of play and be courteous of your playing competitors. A handshake at the end of your round is strongly suggested.

MGA By-Laws
The Club at Rawls Creek
ARTICLE I - Name
The name of the men's golf association for the Club at Rawls Creek shall be the "MGA”. It is created to
support The Club at Rawls Creek (hereafter referred to as the "CRC"), to support the game of golf, and
for the enjoyment of its members.
ARTICLE II - Membership
Section 1. Only current male members of CRC who are 18 years of age or older and such other male
members over 18 as may be approved for membership by the board of directors may join the MGA. All
new male members of CRC who are 18 years old or older shall automatically become members of the
MGA until the end of the calendar year in which they join CRC. Renewals of MGA memberships will be
dependent upon remaining in good standing as members of CRC and the payment of MGA membership
dues in future years.
Section 2. Memberships in the MGA are individual and non-transferable.
Section 3. Memberships in the MGA are for the calendar year. (January 1 through December 31)
Section 4. A legal quorum at any open meeting of the MGA shall be ten members present. Each active
member who is present at the meeting shall be entitled to one vote.
Section 5. All membership dues and tournament entry fees shall be established by the MGA Board of
Directors in such amounts as they deem appropriate to maintain the MGA or finance an event. Handicap
fees shall be determined by CRC management.
Section 6. MGA members must become members of the South Carolina Golf Association (the "SCGA")
by the annual payment to CRC of handicap fees. This membership enables the member to establish a
South Carolina Golf Association handicap and to maintain that handicap by reporting scores to CRC
management.
ARTICLE III - Board of Directors
Section 1. The Board of Directors shall consist of the MGA officers (See Article IV) and the handicap
committee chairman. The Board of Directors shall exercise all powers of management of the MGA not
specifically excepted by these By-Laws. Committees shall be formed from volunteers or by request as
necessary.
Section 2. The Board of Directors shall meet at such times and places as they may select and a majority
of the Board shall constitute a quorum at any meeting.
Section 3. In the case of any vacancy through death, resignation, disqualification or other cause, the
remaining directors, even though less than a quorum, may elect a successor by majority vote to hold
office for the unexpired term of the director whose place shall be vacant, and until the election of his
successor.
ARTICLE IV - Officers
Section 1. The officers of the MGA shall include the President, a Vice-President and Golf Chairman, a
Vice-President and Social Chairman, a Secretary, and a Treasurer. Elections for these officers shall be
held at a business meeting to be held early in the calendar year. The immediate past President is
encouraged to attend Board meetings but has no vote with regard to decisions of the Board.
Representatives of CRC management are both welcomed and encouraged to attend meetings of the
MGA Board of Directors to assist in coordinating events requiring the use of CRC facilities and staff.
Section 2. Duties of the Officers:
a. The President shall preside at all meetings of the MGA and shall have general supervision over
the affairs of the MGA.
b. The Vice-president and Golf Chairman will chair the golf committee.
c. The Vice-president and Social Chairman will chair the social committee.
d. The Secretary shall keep records of meetings and perform other duties as may be assigned by
the officers, shall mail notices of meetings to the members as provided in the By-Laws and conduct
all correspondence, excepting that pertaining to the office of the Treasurer.
e. The Treasurer shall collect and discharge the funds as directed by the MGA. He shall keep the
accounts in books belonging to the MGA, and such books shall be open for inspection at all times. All
monies collected through association dues, event entry fees or any other sources (less any required
event cash payout awards) shall be deposited in an established checking account with a local bank.
The Treasurer shall have the duty of maintaining member information including but not limited to
membership status and member contact information, and shall keep the other officers advised of this
information.
Section 3. Control and Management of the affairs, funds, and properties necessary to conduct the
business of the MGA shall be vested in the officers.
ARTICLE V - Association Treasury
Section 1. The MGA shall be a non-profit organization under section 501 (c) (7) Social and Recreation
Clubs of the Internal Revenue Code. Money collected by the MGA shall be used to support golf and
social events, or for charitable purposes. At any time of the year, committee members may be
reimbursed for the purchases of business items related to the needs of the MGA. Reasonable
expenditures may also be approved by a majority of the Board for awards or for other special purposes
within the Board's discretion.
Section 2. The approval of a majority of the Board will be necessary to approve individual expenditures of
more than $500.00.
Section 3. In the event of the dissolution of the MGA, funds remaining in the treasury shall be directed by
vote of a majority of the Board to either an appropriate successor association or to an appropriate charity.
ARTICLE VI - Committees
Section 1. Committees may be created as needed.
Section 2. The chairmen of committees are appointed by the President, except that the Vice President
and Golf Chairman shall chair the Golf Committee, the Vice President and Social Chairman shall chair the
Social Committee, and the chair of the Handicap committee is appointed by CRC management.
Section 3. Duties of the standing committees:
a. Golf:
The golf committee shall plan, conduct and co-ordinate with CRC management all golf competitions and
events. (Such golf competitions and events shall not supersede any event planned and/or hosted by
CRC.)
b. Social:
The social committee shall plan, conduct, and co-ordinate with CRC management all social events
sponsored by the MGA including, but not limited to dinners, parties, drop ins, etc. (Such events will not
supersede any event planned or hosted by CRC.)
c. Handicap:
i. The chairman of the handicap committee is appointed by the management of CRC.
ii. All questions that might arise with respect to MGA members’ handicaps or the validity of guests’
handicaps shall be determined by the handicap committee or CRC management.
iii. MGA members are expected to post scores for all stroke play rounds in the CRC handicap computer or
by reporting such scores directly to the CRC management.
d. Membership:
The membership committee will seek new members to the MGA. The membership Committee will also
suggest ways that the members of the MGA can assist the management of CRC in making the Club more
attractive to new members. The chairman or co-chairmen of the membership committee shall be
appointed by the President.
ARTICLE VII - Expulsion
By unanimous vote of the Board of Directors, any member may be expelled from the MGA for good
cause.
ARTICLE VIII - Club Events
Section 1. The MGA, in coordination with CRC, may host tournaments and/or social events on a periodic
basis. Decisions with regard to the scheduling of golf events and/or social events shall be made with
approval of the Board and with approval of CRC management.
Section 2. With the exception of certain special events not covered in the USGA rules [Captain's Choice,
Scrambles, etc.], USGA rules shall apply. Local rules for MGA sponsored events shall be determined by
the Golf Committee. Disputes with regard to the interpretation of USGA rules, local rules or rules for
special events [such as Captain's Choice, Scrambles, etc.] shall be resolved by the MGA President or his
designee.
ARTICLE IX - Amendments
These By-Laws may be repealed or amended, or new By-Laws adopted by a two-thirds (2/3) majority
vote of the members present at an annual meeting or at any special meeting held for that purpose.
